Bush on Tribal Sovereignty

Whats the meaning of Tribal Sovereignty??? According to Bush it means the Tribes are Sovereign. Is he the president of the most powerful country in the world??? I mean how did the knowledgeable people of America chose him to be the President??? Are they like Gandhi's Three Monkeys??
