Bush on why Education Budget was Cut!!

I believeBush is from France . When asked why was the student budget cut and how is it going to help the ?? His answer was: "Eh?? really?? Our budget was cut?? You mean the budget of our country for students was cut??" Doesnt he know whats happening in the budget???
